IMPORTANT REMINDERS
Legislation which would authorize the reinstatement of prior approved work permits and waive requirement to file at BSA for relief from general city law for homes devastated by Hurricane Sandy in the City of New York was introduced by Assemblyman Goldfeder.  The Cooperative applauds introduction of this legislation (Bill A04835).  This bill must work its way through the Senate and Assembly.  The bill is currently in the Senate Cities Committee and the Assembly Cities Committee.  These committees must vote to move the bill forward.  The community is highly encouraged to reach out to all of our local politicians to support this bill as well as contact Assemblyman Felix Ortiz, Chairman of the Assembly Cities Committee at 718-492-6334 and Senate Chair Andrew Lanza at 718-984-4073 to move this bill forward.  

Shareholders should also contact NYC officials demanding the need for decisions to be made regarding expedition of plans, permits and approved designs for rebuilding.  Contacts can be found on the recovery website and in the Cooperative office.

All vehicles currently in the Surf Club parking lot must be removed by tomorrow.  Cars remaining on Friday will be towed and costs will be billed to the shareholder.  

FEMA has approved a 30-day extension to register for federal disaster assistance.  The new registration deadline in New York is March 29, 2013, which is also the deadline to complete and return low-interest SBA disaster loan applications to the U.S. Small Business Administration.

Good Morning

This is Joe Lynch your Chairman. Your Cooperative Management team has been working with City and our elected officials over the past several weeks to reach ways to expedite to the extent possible the reconstruction process for our shareholders. As announced on Friday’s Alert Now Message Assemblyman Phil Goldfeder has heard our message and recently introduced legislation that if pass...ed would seek to expedite the approval process for applications with the Department of Buildings and also waive the appeal process with the Board of Standards and Appeals. This bill would also authorize the reinstatement of previous work permits and waive certain requirements of General City Law which would allow our homeowners to move more quickly in our rebuilding of our homes.

Presently NYC homeowners are required to submit applications with the Department of Buildings. Residents of our Cooperative due to the fact that many homes have no street frontage are also required to submit an application to the Board of Standards and Appeals (BSA) for permits. This application process and review with both entities can commonly take up to 6-12 or as long as 18 months.

This bill seeks to expedite Department of Building’s approval. It also will waive the current requirements of sections 35 and 36 of General City Law which mandates BSA approval for a period of 12 months which will only expedite the rebuilding process for our community. We thank our Assemblyman for listening to our needs and introducing this legislation. We also urge our shareholders to voice their support of this measure. Your Board and our Management team, will also continue to work with both the City and our elected representatives to do anything possible to move the reconstruction process along.

On another issue flood carriers are rightfully issuing insurance reimbursement checks payable to our shareholders as well as the bank that holds the mortgage. This is standard insurance operating practice as the bank basically is a part owner of the structure. The bank will then normally request copies of invoices and/or receipts documenting repairs to the damaged home in order to release the funds to the insured. This is obviously an administrative demand on the bank and also can take time when our shareholders often need the funds as soon as possible to pay contractors and suppliers. Ridgewood has agreed to release the funds immediately subject to our shareholders signing an affidavit that the funds will be used to repair/restore the damaged property. Ridgewood of course retains the right as it does now to enter and inspect the property at any time.

Your Board and our management team will continue our proactive efforts with various City Departments, our elected officials , and our Banks and other suppliers,to represent your interests as well as our Cooperative to the best of our ability. The Post Office is conducting a survey to assess transitioning mail delivery service back to the community.  Each Breezy Point household will be provided a survey to identify how your household mail will be delivered.  Please make sure you fill out and return the survey to identify your preference for delivery.

VERIZON
Verizon has finally begun to re-establish phone service to Cooperative buildings.  The main booth and Security barracks lines are now functioning.  The emergency phone line 718.634.2727 should be used to call for emergency fire, ambulance and security assistance.

National Grid crews are on the property to assist shareholders.  Please check your home heating systems to ensure they are functioning. Issues should be reported to National Grid by calling 718.403.3430.

The Town Hall Meeting will take place tonight at 7pm at Bishop Ford High School in Brooklyn to discuss Rebuilding efforts, obtain the most up to date information available as well as participate in shareholder break-out sessions.  Doors will open at 6:00pm. Good Morning- this is Joe Lynch your Chairman and it is now 98 days since Sandy visited our Peninsula and devastated our Cooperative. Our dedicated management staff and employees, countless volunteer groups, and you our hardworking and dedicated shareholder families have been working proactively and round the clock since day one of the storm with three goals in mind . That is the clean-up of our community, the restoration of needed electrical, gas and water services, and the eventual repair and restoration of our damaged homes and buildings. Electric, gas and water for the most part has been restored with the exception of the fire zone,   and the boil water requirement of DOH has now been lifted.  We continue to make additional progress here and the demolition and removal of the damaged red tagged homes will take place in February and March.  The clean-up of the fire area will commence today and will be completed by late February.

Your Chairman is in daily contact with our key management staff and in addition to our usual Board Meetings and special meetings we have a weekly conference call among all my fellow Board members and Management to address issues and challenges as they arise. Issues we are currently reviewing in conjunction with Management include the adverse FEMA map revisions as well as rebuilding oversight. I personally believe it is important that an overall plan for the rebuilding and reconstruction of all the damaged homes in the community be formulated to eliminate the chaos that will otherwise ensue.  In our next conference call the Board will consider the possible retention of a consultant to assist with a review and response to the proposed FEMA maps as well as any resulting flood construction ramifications. We also will discuss the possible need for a Construction Development Manager whom would oversee and schedule all reconstruction in our community. Other areas for potential support will also be discussed.

We obviously also need your input and assistance if we are to overcome Sandy. In that regard we have scheduled another Town Hall Meeting for Monday February 11th at Bishop Ford H.S. which will concentrate on the rebuilding challenges and issues we all face both individually and as a community. We also will be asking for your input on various questions which we will use for planning purposes. I ask that you make every effort to attend this important meeting.

I also look with confidence to the coming year. Our goal is the return to normalcy of our wonderful community. Building a solid foundation to achieve that goal will be my main priority in 2013. We have come a long way over the past 98 days but we also have a long way to go. DEMOLITION and DEBRIS REMOVAL UPDATE
The demolition and debris removal program is continuing with 16 Essex Walk and 32 Pelham Walk. LIPA service is not expected to be effected for these demos. Crews will begin debris removal in the fire zone on Sunday at midnight.  It will start on Oceanside, proceed west to Irving Walk and then move eastward and is anticipated to last 14-20 days. Hours of operation are Monday through Sunday, midnight to mid-morning.  Closing of Oceanside to vehicular traffic will occur during this operation. Please note: Parking lot #2 will be used as a staging area for equipment to support this work.

WATER UPDATE    
The BOIL WATER ORDER has been LIFTED.  Based upon the work of our Field Department Plumbing Crew and our Consultants, we are pleased to report that the Department of Health has lifted the Boil Water Order for all areas of Breezy Point and Rockaway Point, except for the fire zone area between Jamaica Walk and Ocean Avenue.  It is now safe to drink the tap water.

CARS AT THE SURF CLUB

NYC ANNOUNCEMENT
Mayor Bloomberg has announced new Building and Zoning Codes that New York City has put in place which will govern home owners who are rebuilding after Hurricane Sandy.  The Executive Order and new rules can be viewed on www.nyc.gov.   The Cooperative is reviewing the impact of the Mayor's decisions relative to the FEMA maps and Building Code to assist shareholders in better understanding requirements.  The Town Hall Meeting scheduled for Monday, Feb. 11 at 7pm at Bishop Ford High School in Brooklyn will focus on Rebuilding efforts and entail the most up to date information available as well as shareholder break-out sessions.  Please mark your calendars and plan to attend.

DEMOLITION and DEBRIS REMOVAL UPDATE
The demolition and debris removal program in the community begins today with demolition of homes in the right of way on Jamaica, Essex and Pelham Walks. Demo started today on Jamaica Walk. The current plan is today for Jamaica Walk and during the weekend for Pelham and Essex. LIPA service will be disconnected for several hours today on Jamaica Walk and the surrounding area. Crews will also focus on the fire zone starting on Oceanside and proceeding west to Irving and then work eastward. This work is set to begin Sunday, Feb. 3 and is anticipated to last 14-17 days. Crews will work Monday through Sunday, midnight to mid-day in order to maximize efficiency of the debris removal program and to minimize the overall project timeframe. Closing of Oceanside to vehicular traffic will occur during this operation. Anyone needing to retrieve items from this area must do so now as the area will be cordoned off on Sunday and entrance will not be permitted. Please note: Parking lot #2 will be used as a staging area for equipment to support this work.

WATER UPDATE    
The BOIL WATER ORDER continues to be in effect for all areas of Rockaway Point and Breezy Point EXCEPT the fire zone area between Jamaica Walk and Ocean Ave. Water MUST BE boiled for 1 minute prior to any consumption.  DOH has conducted “final” sampling.  We are awaiting results, which if clean, will lift the BOIL WATER ORDER and all restrictions.
